Is there a file-size limit on videos uploaded to iCloud Photo Library?

Theoretically, assuming I don't exceed the local 128GB limit of my iPhone nor the 1TB limit of my iCloud Storage plan, is there a maximum size a video file can be in order to be uploaded to iCloud Photo Library? Say I let the phone capture video in 4K resolution for an hour, the resulting single file would be over 20GB in size. Will this still upload okay?
