Q: iTunes Match and iCloud Music Library

iTunes 12.4.1.6

I have an iTunes Match subscription which has been working fine, until now.

Since last week all of my music in iTunes (locally stored) has now got the 'Download' icon showing against each and every track, if I select download it creates a duplicate version of the track in my music folders, but only one version is showing in iTunes, why?
