If you'd like to suggest that to Apple, you can enter it here https://www.apple.com/feedback/appletv.html, but you should be aware that it's completely contrary to the ATV concept. However, there are other approaches. If you have a computer, you can use Home Sharing to access files stored on it. Alternatively, if you can attach a disk to your router as a file server, you can access it using the VLC app on ATV.
