I know I want to be sure everyone who subscribes to my calendars get alerts as well. Without knowing exactly what steps you have done to troubleshoot, check out this article here: iCloud: Create events. Just be sure the calendar it's being added to is the one that is subscribed to by everyone.

Jun 16, 2016 10:11 AM in response to joe_7399by fpalestini,I am not speaking of an actual alert to warn you that someone created an event. I am speaking of the alert to remind you of the event. For example I set the event to remind me 3 days before. If I do that my wife wont have that alert reminder on her end and vice versa.

If you’re not receiving notifications about events and shared calendars while signed in to iCloud.com or on your devices set up with iCloud Calendar, you may need to change your iCloud Calendar settings.
