Apple music offline listening

I notice the apple music offline listening does not work across my devices. I have to manually make it offline on my devices.
I added the music on my mac and downloaded it for offline listening, those music shows up on my iPhone but it's not ready for offline. I ended up re-downloading every single music to listen offline.
Has anyone came across this issue ?

iPhone 6s Plus, iOS 9.3.2

It's designed that way. Downloaded songs under Apple Music can only be listened to on the device which downloaded them. I would imagine it's part of the tight restrictions necessary for what is a subscription, not a purchasing, service.
