I have shared family members on my iTunes account. When they purchase something from iTunes, it goes on my credit card.
If I start using Apple Pay and I add a card on my iPhone, I understand that the card will automatically be linked to Apple Pay on my iPad.
But will the card be linked to my family members' Apple Pay on their iPhones?

Cards must be added to Apple Pay separately on each device. Adding a card to Apple Pay on your iPhone will not automatically add it to Apple Pay on your iPad or any other device.

Afraid not. I think you may be confusing this with Family Purchases and Payment for iTunes, iCloud, etc. > Family purchases and payments - Apple Support
