You need to ask Apple's Account Security team to reset your security questions. To contact them, click here and pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submit this form.

From 12th august 2016 there is a new way of changing apple id security questions available and it does not require contacting AppleCare.

*Go to iforgot.apple.com
*Enter your Apple ID, then select Continue.
*Choose the option to reset your security questions, then select Continue.
