Q: I have been billed 1.58 twice for an item which only cost 0.79
After being told that my payment method was declined and reentering card details twice I found excessive charges had been made.
Also, why was I charged when I have funds available in iTunes ?

It is very possible that these were just holds on the credit card, and not actual charges. These are used to verify that the cards as valid. See this for a more detailed explanation. iTunes Store charges on credit and debit card statements - Apple Support
If an actual charge that was deducted from your account, then use the link provided to contact iTunes support.
