I have an ipad4. Can I connect it to a boom box type device to hear the music over the speakers from the box. by using an RCA type plug/jack?

The iPad does not have an RCA type connector. You could connect from your headphone jack to an auxiliary in, if that works with the headphone type plug.
The iPad has a standard 3.5mm Stereo Headphone jack. Not an RCA jack.
You can use an adapter to go from the 3.5mm headphone jack to standard left and right (white and red) RCA connectors if that is what your boombox has.
Otherwise a standard 3.5mm stereo cable from one 3.5mm port to the other should work.
Can I connect my ipad to a regular boom box type and play music through those speakers? The boom box has an audio in jack. So would I just use a 3.5 mm jack going both ways?
