I can definitely understand wanting your cursor to work in any web browser. We'll try out a few things and see what's up.
To start out, try with a new user or switch to another existing user on the computer if it's an administrator account. Otherwise, you can make a test admin account: How to test an issue in another user account on your Mac - Apple Support
If it works in the other account, switch back to yours and test. Then if it continues still, try safe mode, since it disables 3rd party software and extensions that aren't needed to run the computer: Try safe mode if your Mac doesn't finish starting up - Apple Support
After that, the next thing to try is Safari in Recovery: OS X: About OS X Recovery - Apple Support
These should resolve things or let us know what's needed. Reply back with the version of OS X on the Mac if those don't change things.
