Was wondering if anyone was aware of a way to make sure that my apple tv and ipad don't use peer to peer. It seems to be the default and I would prefer not to use it.

They don't.
What makes you think they do, by default, or otherwise?
Peer to Peer is the default if you are not on the same wifi network. Make sure you are on the same wifi network and home sharing is turned on with the same account for both devices.

Your iPad cannot use peer-to-peer if its bluetooth is not enabled. The Apple ID and Home Sharing have nothing to do with AirPlay.
