Trying to set up ask to buy but my daughter is over age, so am not able to set up "Ask to buy". Anybody know of a solution? Thanks

You can't, 'ask to buy' can't be enabled for people over 18
You can't change an adults settings to require permission to purchase.

As others have pointed out, Ask To Buy cannot be enabled for adult members. That means that your daughter can buy whatever she wants, without limit, and it will go to your credit card. If that is not a situation that you trust, you can remove her from the Family Sharing group, per this document:
