What are you plugging your iPad into to charge it? The iPad requires a larger amount of power to charge it while it is on than that of an iPhone or iPod. Try plugging your iPad into your wall adapter. Depending on your generation of your iPad, the charge requirements may also differ. Using iPad power adapters with your iPhone, iPad, and iPod - Apple Support
A standard USB 2.0 port on a computer only puts out up to 5V.
