Go to Settings>General>Storage & iCloud Usage>Manage Storage (2nd option for this on the page under iCloud) and see if the storage issue is with iCloud and not with your iPhone. You can also go back one step and check your current iPhone Storage status by clicking the first option for Manage Storage.

If you see something titled iCloud Photo Library, likely your photos were saving to this service and as you are maxed out on your current iCloud Storage, your pictures are not presently displaying.  iCloud Photo Library FAQ - Apple Support

This service also has the option to optimize the space it requires to store your 1300+ photos and 150+ videos. You can manage your storage a number of ways or expand your available storage to this service. Manage your iCloud storage - Apple Support

If iCloud is not in the picture at all, see if you have a recent backup in iTunes or iCloud you can restore from that is dated prior to this incident occurring.
