If you restored from a backup dated for a time when your notes would have existed, but they did not return, then they would have been managed by an email service. It seems you have already pursued gmail. Could these notes have been managed by another email service on your iPhone? What other emails do you have setup or have you had setup in recent history on your iPhone? Make sure these are all present and working under Settings>Mail, Contacts, Calendar. Make sure Notes is switched on for the respective accounts.
If they were managed by iCloud service, they still would not have returned with a backup as notes is a sync service much like your contacts. Try to Contact Apple for support and service - Apple Support
If you speak with Account Security at AppleCare, they can attempt to verify your ownership of the iCloud account and attempt a recovery of any notes that were managed by this service. If nothing returns, the notes are likely to have not been managed by this particular service at all. After that, it will be a matter of seeking out support from the other email providers for this.
