Thanks for visiting the Apple Communities. I understand you restored a backup from your iPhone 5s to your new iPhone 6s, and the music came over, but not the ringtones. In this article: Download your past purchases, it states that ringtones will not restore from iCloud. "Ringtones or tones: If you made a backup of these items on your Mac or PC, you can sync the items to your iOS device. You can't download these items again from iTunes in the Cloud."
But do not worry, we have another option. If your tones appear in the Tones view of your iTunes library on your Mac or PC, you can sync them back to your iPhone, iPad, or iPod touch. This article will help sync them over. Sync your iPhone, iPad, or iPod touch with iTunes on your computer using USB. There is also this article, specific to the ringtones to assist you. Restore missing tones on your iPhone, iPad, or iPod touch running iOS 8.1.1.
If you do not have them showing in the Tones view of iTunes, you may need to make the ringtone again. Here is the article to do that using GarageBand. GarageBand ‘11: Create an iPhone ringtone.
