I didn't back it up on the computer. only to icloud
If you can’t use that backup, set the iPhone up as a new device.

when I restore my iPhone, its still on ios 10. Even if I restore it from the last backup on icloud. still on ios 10. I was trying to find this .ipsw file to restore back to ios 9.3.2 but I cant find it
