I understand that you are not able to open and use Mail as expected and know how frustrating situations like this can be.
To begin troubleshooting this situation, there are two different troubleshooting steps I recommend.
First, close the Mail application completely by following the instructing from the article below.

After closing the app, restart your iPhone. The next article explains this process.

I understand that you would like to avoid restoring your iPhone if possible and I agree that we should save this step as a last resort.
To continue troubleshooting; however, I suggest reinstalling the iPhone Operating System (iOS) on your iPhone. This is a less intrusive way of trying to isolate the issue and should not affect any of your data.
Before we begin though, it is always considered a best practice to make sure you have a current backup of your device in iTunes or iCloud. The following article explains this process if you are not familiar.
How to back up your iPhone, iPad, and iPod touch - Apple Support
Once you have a current backup, follow the outlined steps from the next article to reinstall iOS on your iPhone. The article was written for a different situation, but these specific steps are relevant to troubleshooting this Mail situation.
- Connect your device to a computer and open iTunes. If you don't have a computer, you can borrow one, or go to an Apple Retail Store or Apple Authorized Service Provider for help.
- While your device is connected, force it to restart. Press and hold the Sleep/Wake and Home buttons at the same time. Don't release when you see the Apple logo. Keep holding until you see the Recovery mode screen.

- When you get the option to restore or update, choose Update. iTunes will try to reinstall iOS without erasing your data.

iTunes will download the software for your device. If it takes more than 15 minutes, your device will exit recovery mode and you'll need to repeat steps 2 and 3 again.

Close Safari and Mail completely from the app switcher window by double clicking the Home button and swiping up the Safari and Mail preview panes until they disappears from the screen.
Then go to Settings > Safari > Clear History and Website Data.
Then go to Settings > Mail, Contacts, Calendars > locate your email provider and click on the account and swipe to Delete.
Then do a forced restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears.
Then go back to Settings > Mail… and add the account again.
If the above does not help try a System Restore. First backup your device using iTunes. Also import your photos to your computer and copy all important data. Try restoring from backup first and testing it. If it does not help, you may have to restore as New and reconfigure from scratch as the backup could be corrupted. For this reason it is important to have your photos and data saved separately from the backup. Here are the steps for a Restore:

that was a backup got from a my iPhone and restored to that iPhone .
