How to reset security questions

I'm attempting to reset my answers to the security questions and it takes me to the reset screen and then it askes me for the answers to the security questions how am I supposed to know the answers if I forgot them to begin with?

iPhone 6s Plus, iOS 9.3.2

This is on http://appleid.apple.com ? If it is, and i you aren't getting the reset link , then you don't have a verified rescue email address on the account (an additional/alternate email address is different), you will have to contact Support in the country where you are (and which is therefore the country on your account) to get the questions reset : If you forgot the answers to your Apple ID security questions


If you can't reset your security questions

If you can't send a reset email, don't have a rescue email address, or can't access email at your rescue email address, call us for help. When you call, you might need to create a temporary support PIN to verify your identity. After you reset your security questions, you might want to update your rescue email address.

When they've been reset you can then add a rescue email address for potential future use : About your Apple ID email addresses - Apple Support
