In Safari, tap on the icon in the lower right of your iPhone that shows 2 boxes stacked on top of one another. After tapping this, tap on Private listed in the lower left. You can disable private browsing by following these same steps.
No, I dont see this option in 9.3.2 however i had this option before upgrade when i was using 9,3,1 version,

Which option are you not seeing? The first icon in the lower right is the one used for navigating through your open tabs or creating a new tab on your iPhone. If the lower menu options in Safari seem to be missing entirely, scroll to the very top of the page and the options for going back a page, forward, share, bookmarks, and tabs will be revealed again.
If you are stating that you are not seeing the option for Private after tapping on the Tab view, are you running any work/school related profile on your device? These can sometimes inhibit certain actions from being performed on your device.
There are no restrictions that would effect this under Settings>General>Restrictions.
I am referencing 3 of my devices that are all running iOS 9.3.2. This feature was not removed with this update.
Thanks., It was because of restriction.
Do you not see this?
If not try resetting Safari. Close Safari completely from the app switcher window by double clicking the Home button and swiping up the Safari preview pane until it disappears from the screen. Then go to Settings > Safari > Clear History and Website Data. Then do a forced restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears.
Apple seems to think that the only purpose for private browsing is for searching **** so they put this under adult content. Would give the exact location but my they all won't allow me to look at another screen on my phone while leaving comments without kicking me off. You have to allow explicit content on the phone to get the private button back.
Good luck.
