I know that it's important to be able to download the content that you've purchased for your iPhone, so I'll be happy to provide you with some resources to help with this process.
Since you've noticed this after restoring an iCloud backup, make sure that you first restart your iPhone. If a download gets stuck, this can help get things going again:
Restart your iPhone, iPad, or iPod touch
If your music still won't download after this, make sure you follow all of the steps and troubleshooting for syncing content listed here:
