Q: contacts on syncing to cloud
I have recently realized that all new contacts I was adding to my phone were being added locally; so I changed the setting to add them to cloud by default. The contacts that were added locally previously have still not been updated to icloud; a couple of weeks have gone past and I don't think they ever will.
Is there a way to force them to be in the cloud and not locally?

Set your iCloud as the default location for Contacts in Settings > Mail, Contacts, Calendars > Contacts > Default Account
Also, Settings > iCloud > Contacts and turn it on
You might need to import them using https://www.icloud.com
