I Can send and receive texts fine except from one non I phone. User I can get her texts and I can phone her but although the text show as sent she doesn't recieve them can you help we have de registered her phone switched both off and on she has not blocked me

I Can send and receive texts from all other friends both apple and non Apple users it's just this one that I can't send to. I can f receive her texts so number right my phone set up and her phone set up, she hasn't blocked me on her phone
