Activate iPad

Dear all,

i am Mustafa nuaimi from iraq , i have a problem with my iPad it's can't be activate i tried to use my apple id but it can't be activate i had removed it from my devices in the iCloud and from my apple id account but it's still not working i want to give it to my brother but now it's not working what can i do please help me.
