Jun 18, 2016 7:24 AM in response to nancyfromwoodwayby jndupuis1,Open Safari. click on History and you should be able to clear cache that way. Or click Safari > Reset Safari and that will clear everything including resetting Top Sites.
After closing all open apps, you may wish to go to the Apple (Top Left) > Force Quit and Force Quit all Apps running in the background that were never exited properly.

Jun 18, 2016 7:43 AM in response to nancyfromwoodwayby VikingOSX,If you are running Safari on OS X 10.10 or later, the only way to clear the browser cache is Safari : Preferences : Advanced : √ Show Develop menu in menu bar. Then you can use the keyboard shortcut option+command+E to clear browser cache. This will briefly flash a blue background on the menu bar item Develop as confirmation. It does not stop what is in Safari memory, no more than the full selection in Safari : Clear History… , so the current web page may remain active.

Jun 19, 2016 6:03 AM in response to nancyfromwoodwayby Eric Root,If clearing the cache doesn't work, go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Select Library./Caches/com.apple.Safari/Cache.db and move it to the trash. Quit and reopen Safari.
