Thanks for stopping by the Apple Support Communities! It sounds like you are receiving an error about not having enough iCloud storage, but you are still seeing that you have space available. I can certainly understand wanting to ensure that you know where you stand with regard to iCloud storage. I'll be happy to provide you some resources.
To begin, let's have you go to Settings > General > Storage & iCloud Usage. Under iCloud, tap on "Manage Storage" to get a closer look at what specifically is taking up space within iCloud. If you remove any items, make sure to restart your iPad before checking your storage again.
