Thanks for reaching out to the Apple Support Community. I'm happy to help you make sure iCloud Music Library is working correctly to keep your music consistent across your devices. There are a few settings and details I'd recommend looking at. The first would be the settings in your iPhone under Settings > Music > iCloud Music library. As long as this is turned on, you should have access to your iCloud Music Library on this device.
One thing to keep in mind is that iCloud will show you all the music you have available whether it is on your device or not, especially if you have purchased it through iTunes. You can download specific songs to listen to offline that will be stored on your device, but all of your past iTunes purchases will always be available for you.

I deleted the music on my phone then made sure my iMac and MacBook had the same songs. I then uploaded that to iCloud. Then switched on iCloud music library again on my phone. Now all three devices show the same song count so I'm happy. Took a few hours to sort all that out though. Worth it in the end.
