Can you burn a CD and have the song volumes be consistent automatically?

Sound check does not alter the actual track. So when you burn to CD the adjustments made by sound check will not be recognised.

Does using the "Use Sound Check" option in Burn Setting Window make all tracks on the burned CD play at the same volume? (Sorry if this shows up twice, I'm new at this.)

They are two different things.
Sound Check on the Playback tab in Preferences affects playback thru iTunes.
Sound Check in the Burn dialog affects the volume levels on a burned CD.
You can try it out on a CD and decide for yourself how well it works.
