Q: iCloud contact sync

OK, I've got a baffling question. For a few years now my iCloud Contacts have been out of sync. Here's the basic rundown:

- On iCloud.com I can go in, modify info or delete duplicates

- On my Mac (El Capitan, late 2013 MBP) these changes appear just fine

- On my iPhone 6s, running latest iOS (always) these changes *almost never appear*

However!

There seems to be a one-way sync that finally started happening when I reverted back to my .mac email as my "primary" (since Apple won't allow you to ever ever ever change that primary account). Previously everything was disconnected from my iPhone (4s, 5 and 6 running iOS 7, 8 and 9) MAYBE because I was using @me on the iPhone.

 

But now? Now I've gone through every troubleshooting step in the book. Which in the end is pretty much "sign out and sign back in" over and over again. Reboots, resets, etc. NOTHING will "connect" a proper 2-way sync between iPhone and iCloud(dot com and on Mac).

 

Any ideas beyond the usual? I've disabled Facebook (although those contacts all still appear -- which is baffling also, but let's forget that for now). There seems to be no way to actually fix this problem other than migrating all of my contacts to a more robust solution (like Google).
