Setting without a sim.

I have an iPhone 5s, it is not unlocked cause it was a gift from US. Meanwhile i was getting money to unlock it i was using it as an ipod. Today i actualized it to the latest version and when i was going to set it up it said that i need to put a valid sim, could it be factory unlocked in this case? Or what can i do to use it again?

A SIM is REQUIRED to activate it. If it is carrier locked, it must be a SIM from the carrier it is locked to.

ONLY the carrier it is locked to can authorize unlocking it. Not all carriers offer unlocking. So far as I know, none of the US carriers that offer unlocking charge for that, but you must meet their conditions. Usually, you must be a current or former customer in good standing and some require the phone to be active on their network to perform the unlock.
