how to put data files on iCloud

I want to put several small Xcel files onto iCloud But I can't get anything to move successfully. Now, the file says it is "iCloud Photos" although your docs say "files" can be put there. I have absolutely no interest is doing anything with photos, except very occasionally. I'm using Win10 and a brand-new copy of iCloud.
