Take it back and ask the seller for a refund. If not possible turn it over to the police. Not much else you can do.

Blacklisted by whom? Where are you getting this information? Where did you get the phone?

Phones can be blacklisted for a number of reasons. It may have been reported lost or stolen or the original purchaser may have skipped out on their contract.

Either way, there's not much you can do. Get your money back if you can. If you can't turn it over to the police.

If you're not the original owner, virtually none. Apple doesn't blacklist phones, the carriers do. Apple has nothing to do with it.
