Q: Why would I want to delete my iPad backup?

iCloud settings offers the choice to Delete my backup. When would I choose this? When I am transferring my device to a new owner?

You don't. You want to sign out of iCloud, not delete the backup. You want the backup so that you can restore the backup to your new device. This is what you want to do if you are passing the iPad along to someone else.
