If it's locked to your account and you can't remember the account's password : http://iforgot.apple.com
If you can't reset the password via email nor by answering your account's security questions try contacting Support in your country and see if they can reset the password for you : Contact Apple for help with Apple ID account security - Apple Support
If your country isn't on that page try : https://www.apple.com/emea/support/itunes/contact.html
If it's locked to a previous owners's account then contact that person, nobody on these forums (nor Apple) can help.
