Thanks for that info and choosing the Apple Support Communities. I know how important being able to use FaceTime on your iPad is to you!
If I understand correctly, you are unable to use FaceTime because you keep getting Apple ID popup messages. Let’s start with these steps to resolve this issue.
If you get an error when trying to activate iMessage or FaceTime
1. Sign out of your Apple ID at Settings > FaceTime and restart your iPad. Then sign back into your Apple ID in Settings > FaceTime and test the issue again.

2. Make a backup of your personal data and import your pictures.

Import photos and videos from your iPhone, iPad, or iPod touch
3. Update your iPad software, as there are updates to fix issues like this.
