It sounds like you are attempting to Activate iMessage without the use of an active cell service. While you can use the iPhone as an iPod in most respects, certain features were designed with the phone use in mind first. iMessage will attempt to activate with a phone # first the same way your iPhone would attempt to activate as a Phone if you were to restore it to factory settings. If you have cell service, try activating when your cell service is available so the silent SMS can be properly sent to your carrier to connect iMessage. You can then toggle cellular off once this is done. If you get an error when trying to activate iMessage or FaceTime - Apple Support
