Managing iTunes downloads/iCloud

I was frustrated at being unable to play a downloaded album on my iPhone (o my iPod Touch) the other day because I was driving in a rural area and couldn't access wifi, thus not iCloud, where the albums were stored. When I returned home, I began downloading some of the albums out of the cloud onto the devices. However, I quickly ran out of space on the phone. I want to return some of the albums to the cloud so that they are using Cloud storage but not the phone's storage; however, I'm afraid to "delete" them for fear that they might disappear from my account and I would have to repurchase them. Is there a safe way to adjust the settings?

Download your past purchases - Apple Support

If you find that you deleted something you have purchased from the iTunes Store by accident, you can find it and redownload it by following this article.

Any content that came from other sources, you can sync back to your iPhone by syncing with the same iTunes Library that managed that content on your computer.
