The iPhone has to be on to send any signal of it's location. In iCloud.com, you can choose to be notified when the device is turned back on through email.

The only mechanism for remote tracking is iCloud. There is no other method of remote tracking an iPhone. If you had find my iPhone enabled, the device cannot be activated and used by anyone without your iCloud password. If you had a screen lock passcode on it, then they cannot get into it to access data. Even if they erase it in iTunes, as long as you leave it in your iCloud list of tracked devices, nobody buy you can activate and use that device.
