unable to type accented characters.

in os x 10.11 i was able to type accents by typing for example <'e> and i would become <é> and when i typed <' e> it would become <'e> and now in OS X 10.11.5 i am unable to do this! i don't like to long press a key because it takes some time. please tell me there is a way to fix this.
