Q: SMC reset not successful in fixing fan issue

So I have been trying to fix an issue where my fans are running overtime on my Late 2011 13" MBP. I have performed a PRAM and SMC reset. However, I'm not sure that the SMC reset has ever actually worked. In the past when performing SMC resets I recall that my magsafe adapter would change color, this has not been happening. The problem with the fans running continues. I've tried a number of times, it just doesn't seem to be working.

I'm sure that I am following the correct procedure, by holding left shift-control-option and power keys simultaneously, and releasing simultaneously.

Any ideas of how to fix this issue?

MacBook Pro, OS X El Capitan (10.11.5), Late 2011 13", Crucial SSD, 8GB RAM

The fan or a sensor may be faulty. Run an Apple Hardware Test:

Note that an error free AHT is not conclusive.

Open the MBP and inspect if there is dust and debris inside. If so, clean it out.

go get a screw + then open the back then check if you have a lot of dust inside the fan! try to clean it first! but before you start shutdown your computer then when you open it first thing you need to do is disconnect your battery then clean the fan! disconnect your fan then connect it again after you clean!
