I changed the the Apple ID email address only. Still using the same password.
iCloud then asked if it should merge my contact list, to which I said yes expecting it to keep all current contacts, after which all contacts were gone, except my details and Apple Inc.
I tried restoring with the earliest archive, but the earliest archive is only contacts I started entering after loosing the rest, so no help at all.
There is a yellow bar of information on my iCloud data which I can't seem to access and I suspect all my contacts are in there?

Jun 27, 2016 10:15 AM in response to Ph.D11by Eric Root,Go to iCloud.com and select iCloud Settings. When that page loads, look at the bottom left side under Advanced and you can restore from there.
