How do you remove them from just one device? For instance, is there a way to delete large photo and video files from my iPad only, while keeping them on my iPhone and MacBook, without disconnecting the iPad from iCloud?

Not without turning off iCloud Photo Library. The only option to reduce the storage space required while leaving iCloud Photo Library turned on in a device is the Optimize Storage setting.
There isn't a way to do that without turning off iCloud Photo Library on the iPad. iCloud Photo Library is designed to sync all photos to all devices where it is turned on.

So, I need to back up my photos to another, non-Apple storage system in order to safely remove them from my device without permanently losing them?

yes, it seems this is the case! If you have Dropbox, you can use that to backup your photo albums. I understand Google Photos also works, though I'm not familiar with it. Or you can store them on your computer or an external drive.
