Everfocus DVR won't connect

I was wondering if someone could help me out with an issue I'm having connecting my everfocus dvr for my crime cameras to my network. I have a new Airport Extreme (bought in late 2015) and an everfocus dvr and camera system. The model on the dvr is ecor264-4f2.

Losing connectivity to my camera has happened once before and I got it working again but this time I have no idea why it won't connect while on my wifi or remotely.

Per my dvr's instructions I have my IP address set to a static address. That address is outside my the DHCP range assigned on my airport. DHCP range 10.0.1.2-10.0.1.200. DVR IP address 10.0.1.244

The first problem that I'm having is that I can't even access my cameras while on my own network. My connection keeps timing out.

I also want this set up to access remotely. I did port forwarding on my airport extreme and used the port 1997. Public and Private UDP and TCP ports are set to 1997 and the Private IP address is the 10.0.1.244 that I have set up in my DVR.

I have cox cable for my internet provider. This problem seemed to resurface after a power failure at my house. I'm at a loss for how to fix it and would appreciate any help.

Cox cable is the most problematic of ISP at the moment as they are upgrading to IPv6 but it is not going smoothly.. Please look up posts about cox cable and apple routers.. not a great combo.

If the DVR is not working the first thing you must do is get it running in the local network.

I would reset the Airport to factory and redo the setup. Try using Google DNS values..

Then setup the DVR again and make sure you can ping it from your computer.

If ping fails you have a local issue.. but let me recommend you do the static IP via dhcp reservation on the airport itself. (You can also do it on the DVR but it helps keep the route tables on the airport updated if dhcp is working).
