You will have to wait 30 days after having made this change to reuse an email that has already been in use for an Apple ID in the past. Contact Apple for support and service - Apple Support and speak with Account Security to assure that this old email is not existing and verified on any other accounts as an alternate email or rescue. You will, of course, need to be verified for ownership of said accounts before any information can be provided. Otherwise, you're a random voice asking for information on an account over the telephone.

You don't have to contact Apple to wait out the 30 days. You just want to be sure you aren't using that desired email on any of your other Apple IDs if you have multiple Apple IDs.
