Ask Walmart why you can't update the carrier settings.

Connect your phone to iTunes, check for updates and sync. If there are new carrier settings available, iTunes will update them for you.

On the phone, while connected to the cellular network and cellular data, go to Settings/General/About and tap on the carrier name and it should update carrier settings. This must be done over cellular; it can't be done over WiFi.
