The notice just says there are updates available, but it doesn't give any informatn about what they do, whether they're important or not, and so forth.

Carrier setting changes are usually important and required. If you don't install them your cell service could stop working.

No, they usually don't give details. However, they only thing they affect is the way your phone connects to your carrier's system. And, as Lawrence says, they are necessary.
