When you change the country or region of an existing Apple ID, you must provide a payment method and update your billing options. If you want to remove your payment method after you change the country or region, you can change your payment information to None.
Do you have a debit card, issued by a US bank and registered to the same name and address as you need to put on your account, that you could try ? If you also don't have a debit card you could try contacting US iTunes Support and see if there is anything that they can do : https://support.apple.com/contact
