Do the fonts work at all in other applications?

When you say they don't work in FCP X, do you mean they don't appear in the list of fonts?

If so, you may try writing the text in TextEdit and copy/paste to FCP X. If it works, you at least have a workaround.

Telugu is a Unicode issue and not normally available from the keyboard. It occupies  the unicode space starting at x0C00 and you probably need to go into the Keyboard (System) preferences and Add the Telugu Input Source. When you want to use Telugu, switch the keyboard input. There's an option in the Keyboard preferences to "Show Input menu in menu bar" - that can be very convenient when you want to switch between input sources.

OS X only supports Unicode Telugu.  It may be that your 13 are old non-Unicode fonts.  Where did you get them exactly?  Do they work in TextEdit?  Apple only supplies the 2 which you said do work.
