Try holding down the power button and the home button at the same time (for about 10 secs) until you see the Apple logo.

Try going to Settings>Privacy>Location Services>System Services and then you should be able to turn it on from there. I don't know if you have tried this or not.

I have tried that about 10 times with no luck. I also signed out of all devices on iCloud. I did get iCloud to state, "Location shared." Still not luck in the Privacy/Location settings.
If you have any other ideas, or if anyone else does I would greatly appreciate it!! Aaron, thank you for trying to help solve the problem. You have been the only individual who has responded. (Maybe I need to call a priest in?)

Thanks for trying to help me. You're a good guy! I finally asked a 20-year old friend of my sister's to fix it. Of course, she fixed it in about 5 minutes after saying, "What settings do have on?" I had several "Settings" that prevented me from using the App. In the end she went into "Contacts" to share my location with the befitting persons.
Now, I don't know how to take "Expert on i-phone," off of my Apple Profile. I have no idea what I pushed to activate that. That's a friggin' far cry from reality.
I always say, "If you don't understand technology ask someone under 30."
