Q: tried to buy an app from itune, but i forgot all my 3 security question answers

tried to buy a app from itune, but i forgot all my 3 security question answers, and my apple id not link a apple device, no rescue email, no 2-setp verification, called apple support, asked me at least answer 1 question and asked a pin, i give them the pin but cant remember even one answer, am i stuck like this forever? i will never be able to change or reset my questions so i can buy apps?
